[Elphel-support] JP46 RTP server

Hello Sergey,

Why not just buy an Elphel camera ? There is no software JP46 encoders, the
only existing one is Elphe's FPGA implementation. If you want to stream an
existing JP46 file recorded from the camera, you can probably use gstreamer
or ffmpeg.
