[Elphel-support] Streamer settings and SDP

Scott, Stefan,

The streamer parameters should be accessible with
autocampars.php/parsedit.php (as all the other ones), the camera web
interface may have outdated interface to the camera parameters - the
streamer was modified later that the interface was last updated.
