[Elphel-support] stereo camera: resizing and combined frames mode problems

An update:

With the current software:
1) Reflashing is not needed - we need to correct another bug with resizing
in a single channel mode:
so far can be fixed with: *fpcf -i2cw16 80a <image-width-in-hex>*
2) Resizing works correctly in the combined frames mode.
