[Elphel-support] variable frame rate

I am wondering if the Elphel cameras can output a variable frame rate video

if there is no movement 1 fps is outputed
if there is movement a varialbe frame rate is outputed based on the speed of the movement

eg: person walking 25 fps
lightning: max fps of camera 

this program can do the motion detection
