[Elphel-support] Force streamer to low fps

Dear Ángel,

The easiest way is to put the sensor into the External Trigger Mode and use
the internal counter for trigger source.
http://192.168.0.9/parsedit.php -> External trigger controls, set
TRIG_PERIOD=<your_value> and TRIG=0x4.
