[Elphel-support] Elphel 353 no connection after RTSP interuption

Hugo, I've never seen such failure before, and such chips are rather immune to ESD, it is also connected through the transformer to the network connector, not directly. And the failure is definitely in the chip itself, not in the connection to the CPU.

I did not have the replacement chip, now our contract manufacturer is building more boards and are ordering components, we'll try to fix the board
