Shutter is the exposure time, the first slider with the "sun" symbol.
I am pretty sure you have an exposure time of longer than 40 ms thats
why the FPS decreases automatically.

DisableLiveVideo=true

Thats why you see the image instead of the stream.

Stream and recording are 2 different things, they should not influence
each other in any way.

Not yet, lets narrow down the source of the problem before we add any
issues to the bug tracker.
