Andrey,
Would you expect the serial port to work (the one plugged into the telephone jack)? Or would it never initialize?

until the recent bug fix I mentioned in one of the previous posts, the camera without the sensor would not complete the startup sequence with autocampars.php getting stuck trying to initialize the non-existent sensor. In that condition ping, telnet would work, but not the web server. USB, time synchronization would also be never reached.
With that bug fixed, the autocampars.php continues, and the web server is initialized as well as the USB and other services, boot up sequence will be finished properly. But sure enough nothing that requires sensor operation will work, any PHP script that depends on incoming camera frames will get "frozen".

Do you have 10369 board that you can watch camera boot messages on some terminal emulator over the serial port? With that you would notice that immediately - failure to dtect sensor and autocampars.php getting stuck.

if you update the software from the CVS, it has the bug fixed. The bug preventing booting camera if no sensor was detected - autocampars.php was expecting that /var/state/stype will have
ctype="NONE"
when there is no sensor, and was getting just
ctype=NONE
That will allow lighttpd to start, but the sensor will not work anyway. Did you modify any firmware or FPGA coe that might prevent sesnor detection/operation?

I removed all "history" from my FireFox browser. I'm now back to my original problem, where it just says it can't establish a connection to the server ..
