[Elphel-support] limiting the frame rate

Hi Andrey,

I'm trying to limit the frame capture rate of the camera.  From your
camera control, I click on the current frame rate, and it brings me to
network settings.  I then select "Limit FPS" and put a value in "Frame
rate", and hit enter, but the frame rate remains the same.  I also tried
clicking on the icons next to "Network Settings", thought I'm not sure
what they actually do.

I tried both Chrome and Firefox.
