[Elphel-support] Determine Datarate of Video Stream while not recording using camogm

I want to calculate the current datarate, while camogm is recording I
can do that as camogm supplies recording duration and filesize of the
video that is being recorded.

What would be the best way to calculate datarate without camogm?

Is there are a way to get the filesize of a single frame currently in
the circ_buffer?
